There is a tool from Microsoft that resizes jpegs and lets you choose not to
enlarge files smaller than the specified size. It is a free download at
http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx
Just click on the "image Resizer" on the right side of the screen. It's
free and really easy to use. Just select the file names and right click on
them. The resizer comes up and you have a variety of options. (Of course
it only works with Windows.)
