I'm sure that your sister could find what she needs at the Camera Bar in Hartford. There are other shops, though, that might be closer to where she lives!
Just a word of warning: the Camera Bar, and virtually every other "pro" camera shop is going to be pretty expensive (compared to the Internet).

and it is not really practical to buy paint in a paint shop

address where I (or she) can get hold of it.
