Correct.
Paint Shop Pro does not understand adjustment layers or layered TIFF
files. It can not read TIFFs and keep layer information intact.
My question is: Are layers unique to the application that created them,
or
should they be available to any appliction that can open the specific
file
format for editing.
Layers are not unique to Photoshop. However, it is up to the programmers
who write other programs to write code that can deal with layered TIFF
files. Very few other programs can do this. Most programs read only the
flattened TIFF file.
