I have a tattoo that I want to curve around a model's back but I can't get
it looking just right with the tools I have.

You should look in to Filter->Distort->Displace. By constructing a black
and white displacement map of the model's back, you can curve an object
around it with a very high degree of precision--much higher than is
possible with the Warp function.

If you look at my Web site at

http://xeromag.com/fvart3.html

the "basketball" image and the image of the women with the album covers
on their backs were both done in Photoshop 5.5, using the Displace
filter, without any Warp function at all.
