Use the right tool for the job.

Photoshop is not the right tool for this. A page layout program like
Adobe Indesign or QuarkXPress is.

You can do it in Photoshop, but it will be more difficult and more
frustrating, and harder to change. In a page layout program, it's a
five-second job.
