Start by getting out of button mode, if you're in it. Then select (click on) your "top level" action. Hit the 'start recording' button at the bottom of the actions pallette. Click on your "subordinate level" action, hit the 'play' button, hit the 'stop recording' button. Expand your original action, and the second action should be nested at the bottom.
Alternately, youy can create a new action, hit record, play your first action, play your second action, then stop recording. This will give you the option of playing each separately, or both together with a single keystroke. Whatever works for you.
