I suggest you try http://www.uscfc.uscourts.gov/ with your petition
for redress; it IS the venue, regardless of what Bill Clinton thinks
"is" means. I’ve heard good things about ‘em, and carved in stone at
the entrance to the Court is: “IT IS AS MUCH THE DUTY OF GOVERNMENT TO
RENDER PROMPT JUDGEMENT AGAINST ITSELF, IN FAVOR OF CITIZENS, AS IT IS
TO ADMINISTER THE SAME, BETWEEN PRIVATE INDIVIDUALS.” – ABRAHAM

You need independent judges. Asking bureaucrats to stop being
bureaucratic never works…
