Not everyone is invited to attend Gatherings.  Only those who want to
join "together for the purpose of expressing our sincere desire that
there shall be peace on earth, harmony among all people."  There is a
tradition of Rainbow Gatherings telling some people they are not
welcome.  The "Local Violent Rednecks" are not welcomed, it is within
tradition for counsel to decide that other groups such as ... are not
welcome.

Although the original invitation to the 72 gathering and subsequent
invitations contain the strictures you mention, I for one will welcome
local rednecks as long as they are peaceable while at the gathering.
Nobody's violent all the time AND stays out of prison or the looney
bin.  Warriors of the Rainbow cannot show the world a better way if
they are an exclusive club that doesn't allow 'non members' to attend
the peaceable assembly.

Some peaceable assemblies are not rainbow gatherings, but all rainbow
gatherings are peaceable assemblies.

peaceable non members to attend the assembly."

As long as the gather is permitted and held under the governance of
the NCGU regulations, whether by signed permit application or
consensus, it is an event held annually for a club and its invited

The Permit Regulation is an open colorable fraudulent attempt to
illicitly convert the vested right of the people peaceably to assemble
into a priviledge under license.  No, I repeat, NO Permit has ever
been issued for a rainbow gathering under the Permit Regulation de
jure {as written}; for the simple reason that there is NO WAY for the
gatherers to 'duly select' {elect/appoint} someone to sign.  A rainbow
council is nothing more than an ad hoc discussion circle and has no
jurisdiction beyond said circle.  There are no leaders or lawful
representatives, period.  Rainbow gatherings are societal, not
governmental, and generally only about a third of those gathered
participate in the Silence on the 4th so even "pray for Peace!"
doesn't meet the standard of simple majority.

Rainbow is a disorganization that works, at least in part, because of
workers like me.    :^)  It's a gathering of the tribes analogus to a
Pow Wow.  I think A Camp stays near the road because their beer is too
heavy to tote in.

The FS can issue a permit allowing the event under the NCGU
regulations with or with out a permit application signed by a
representative.  Using the consensed " Operating Plan" in lieu of
signed by a representative permit application is administratively
allowed and has been done in at least Ark and Wyoming most recently I
think.  The FS reserves a section of the National Forest for the
exclusive use of the event "Rainbow Gathering" during the July 1-7
period.  If you aren't part of the event, you aren't allowed there.
It is not open to the public.  Anyone who knows that a permit has been
issued for such exclusive use of National Forest by a group and still
enters and camps in the area and then tries to claim they are a party
of 1 recognizing no authority can be saluted for stubborness but I
wouldn't bet on their odds in court.

It's a three sided coin
1) There is an NCGU based Group permit issued with a signed
application.
2) There is an NCGU based Group permit issued with a consensed
operating plan.

As I see it both of those illicitly convert a substantive right into a
licensed privilege. Unconstitutional stuff is not law: 16th American
Jurisprudence, Second Edition, Section 256.

or
3)  There is no NCGU based permit issued for the Rainbow Gathering.
It is a free assembly of equal individuals.

I say No Permit - Civilly disobey the FS - but if there is a permit it
does NOT have to include violent drunk faux-Nazis' who want to burn
their mark into Mama Earth and hustle gentle newbies in the name of
protecting  ME and stealing beer money.

I won't tar all of A-Camp with the same brush, and I think you are
wrong to. Hows about we leave it at that?
