You can do whatever is within the law.  When in somewhat (relatively)
crowded conditions, fire hazard becomes, of necessity, a very great
concern.   Also air quality can be grave.   Coop'erative fire, etc.
help folk familiarize and learn "community" ways.
  This in no way negates your individual rights and privileges.
