Apparantly you don't
understand the process. The permit app. is signed by the applicant on
behalf of and in representation of "The Holder" (everybody else). If
the app. is NOT denied within 48 ? hrs it is deemed to be accepted.
This is why the F.S. is satisfied when the app. is signed for whatever
place they want the gath to go.
