Sacramento -Senator Denise Moreno Ducheny's (D-San Diego) Senate Bill
(SB) 303 was approved by the Senate Transportation and Housing
Committee

Along with a diverse list of California organizations supporting the
Housing Affordability Act The California State Firefighters
Association, PORAC (Peace Officers Research Association of California)
and Father Joe's Ministries of San Diego were among the SB 303
supporters which attended the hearing to urge its passage.

SB 303 aims to reverse the trend of California's housing supply
falling far behind the ever-growing demand. It is this imbalance that
economists say is one of the primary reasons for the runaway prices in
California's housing market that make homes unaffordable for much of
the state's workforce. SB 303 is designed to ensure responsible
planning, require full compliance with environmental laws and boost
affordable housing for all income levels, Ducheny told the committee.
Local and regional governments will maintain control of the current
process for determining how much housing is needed (Regional Housing
Needs Assessment, RHNA) and where it will go. Now, however, the land
will be zoned when the site for housing is chosen by the local
community.

"More certainty means lower prices," Ducheny said. "People who build
our homes, people who keep our communities safe and teach our kids are
still being priced out of the market. Our local governments have the
right and responsibility to plan for places for people to live. We
just want them to go the extra step of making sure that their process
provides places that are truly appropriate for the housing they're
planning,"

Mathew Packard, vice president of Father Joe's Villages, testified
that his group's charitable organizations work with the homeless,
under-employed and people with AIDS among others.

"The Housing Affordability Act recognizes that all communities have a
role to play in providing housing that all Californians can afford,"
said Packard. "It is an important contribution of this bill that it
recognizes that those on the lowest economic rungs must be included in
our vision of the future: not with handouts, but with a chance to live
a life they can afford and continue to be an essential part of our
communities."

Other organizations supporting SB 303 include the California Business
Roundtable, AFSCME, California Council of Churches Impact, California
Black Chamber Foundation, Major Builders Council, California
Affordable Housing, Inc. and the California Council for Environmental
and Economic Balance.

california with more people then any state would seem to have more
homelessness, but the fact that large areas of california is safe as
to one isn't going to freeze to death if outside allows a greater per
cent of homeless children to survive & exist, all the way to redding
up the valley from mexico border & all along the coast from mexico
through southern california. the rest of the u.s.a. is basically too
cold in winter for homeless children, outside of florida, along coast
the gulf of mexico along coast. northern florida gets freezing weather
so i wouldn't count it too much, though places liek jacsonville on the
ocean i'd assume has is a place maybe a homeless child could survive &
not freeze to death, but i wouldn't count on it all the time. for how
much cold can a child handle? not much. & what will they do when the
pain of cold suffers them, probably anything to get away from the
problem, i'd assume. so abuse they jump into to escape the cold is
what i think happens, to the point their own mind would create abuse
to save them from the cold hurting, harming them!

so to help the problem there should be in all these places buildings
with big signs that say, homeless houseless shelter for children,
young teenagers(for i assume by the time one is 15 they know better
then to run off into cold & is able to support themselves easier,
unless forced to, but still old enough to get a job & find people to
help).

there should be big signs on places provided in all towns & cities in
areas mentioned at least, that say, "children, teenagers in need,
welcome!" & these places provide what they need.

yet its not seen anywhere, its all a big secret of where a child or
young teen would see to go to. if these places were made known big
time, the news would get around & children growing up would become
more famliar with these places & if tragedy happens to them, they know
where to go. but what is there that they would seek out? nothing that
i would imagine. so they are lost in the streets, & wild country where
wild animals strive to exist competing with them now, & all these
crazy things mentioned happening to them somehow comes about, how?

i have no idea, other then young homeless people aren't expected in
streets, so peoples minds are misdirected & bring forth images,
thoughts, desires not normal to themselves & can't handle the
feelings, emotions that accompany those sudden new thoughts, images,
feelings, desires, emotions, actions, speech & its kind of tone, &
have no defense to protect themselves, & become entangled in a mess
that makes them look guilty. for i can't believe anyone in their right
mind would behave so wickedly. its there is a norm, & when violated by
children & young runaway teens, guilty or not guilty, causes this
effect & they the perpetrator become that unvollunteerly.

how many times have you found youself in a strange situation & don't
know how to respond & your response is as frightening to you as what
others judge you doing.

then there is the working world that these youngsters aren't familiar
with & probably become victums of the working world whom doesn't
expect youngsters to be there, & victumize them in action from work
they preform that was supposed to be safe to perform, but now
innocence is where the work is happening, & a new reality is born in
the midst, becoming the tragedy happening mentioned.

i wouldn't be surprised if on the otherside of the victumizer is the
working reality they live in & perform, but not noticed, because its
not covered by news enough to of become conscious in the people. & how
much time is made to ponder such happenings may happen, people ponder
what happy kind of happenings they want to experience, not tragedy,
mostly.

there is more then has met the mind dealing with this tragedy, & the
amount of progress made in healing it is like appearing as going
backwards & producing more problems as the percent grows as to amount
of youth in that position.

so by the time this bill passes, new problems have arrose from just
the shear amount of youth in that situation. making it appear nothing
has been done or lesson the problem as to statisics then taken.

there has to be much more put into helping the problem then what is
being offered here, not that this should be abandoned, but looking up
the bill, its listed as unurgency on the web site.

i know as a child, i knew not of the working world, had no concept of
it, nor that money is involved, only the play world is real & parents
love. then school is made real later in age, & money very slowly comes
into the picture by maybe 4th grade of after as to lunch money, but
still are the teachers working to me as a child? no. are they getting
paid to preform what they are doing? no. it wasn't till i'm working
full time in 10th grade can even a thought enter considering thats
what teachers are doing, but teachers working & getting paid to do so,
years pass from 10th grade before any kind of reality makes it forth
that that is what teachers are doing. otherwise they are just an
extention of the parents love to the children one lives according to
even into high school. the thought parents paid taxes so i may attend
school yes, exists, but the fact the teachers are working & getting
paid to do so is far way, even farther away is, they are teachers so
they can be paid.

children are much more vulnerable then what the media has ever shown,
so children stay victums of the disgrace mentioned, because the media
today is the informer of awareness because of the giaganticness of the
world now. for children aren't worth that much if they aren't your own
i assume is the attitude most people have, because of their struggle
to survive themselves that have to endure in the working world.

so please, make big signs in buildings seen from streets that say
sayings such, etc...: children in trouble, please, your welcome here.
children in need, here is help for you. children hungry, food here for
you. children need a place to sleep. come here. children hurting,
comfort care is here for you, please come in. signs like that.
runaway, no problem, this place is to help you & your needs. lost,
come in, we have the help you need. signs big like that placed in
places easy accessed where children can see them growing up & the word
gets around, in school, playgrounds, etc..., of where to go. being
beat up, we will protect you here, please come in.

any other brilliant ideas? should post them, for tragedy is happening
& needs your help.
