Policy is no 'constraint' at all. Policy is the Dark Sith Lord
saying; "I will make it legal." A government of policy and a
government of law are incompatable. Official policies have the nasty

Common folk who haven't dealt with Carla's matronly parental dicta
that: "Policy is everything!" might be falsely led to believe it to be
okay, because of their steenking badges, for cops to use cattle prods
on people. I'd druther have the nut with the knife shot in the leg if
he refused to disarm, or killed outright if the range was too close
for any mediation; even that still makes a lot more sense to me than
the official policy of slaughtering innocent people because they need
democracy.
