The Rainbow Family is holding its annual peace gathering in the Ozark
National Forest in Newton County this year. Officials expect up to 10,000
people to attend the event.
The Rainbow Family has long refused to sign the permits, saying they are
not an organized group, the lawsuit said.

Either this report is inaccurate (most likely, almost all news reports are)
or the plaintiff is up to no good I guess.

The problem is not *why* you're required to get a permit, it's *that* you
are required to get a permit--since when can the gov's require its official
permission for exercising one's constitutional rights? What's next, a
permit to exercise free speech? A permit to vote?

Free speech zones, with barbed wire around the top or the fence, has
already happened. Thureau did lots of time protesting poll taxes.
Bottom line: you're right, rights cannot be lawfully converted into
privileges regardless the sophistry.
