How would someone dig a hole With the watertable 2 feet down

I was wondering if anyone has checked out the need of aRainbow
kitchen and other kinds
of helpers plugging in where people have lost their homes. I wish I
could go to Florida, but I
trashed a cop shop there (Clearwater) and I got an invite to leave
the state and never return
or I would be there. If anybody goes there you may want to sugjest
hobbit holes as a solution
to extreme weather. Seems like it would be more fun than dealing with
Treasonous L.E.O's.
You take the rubble and build an elevated porous (my spelling sucks,
bear with me smokey) foundation. Burming things up instead of digging
down.
