This word "non-member". It is strange and alien to me in the context it
is used of a relation to a council. Why do they say "non-member"
instead of "member"? And is this a correct usage within Rainbow Family
terminology?

You asked me so I'll give you my opinion. When I used to go to rainbow
gatherings the full spectrum of hue-manity was welcomed and danged if
they didn't come. Now that self appointed leaders, spokespersons and
managers have usurped the egalitarian nature of the happenings the term
"non-member" is a dodge to mask a scam, IMHO of course. The people
that thought up the US Gummint also said they represented the interests
of "the People" but instead of 'in council' they acted "In Congress"
years before the US Congress was spozdly created by the US
Constitution. Representation without election is fraud in either case.
It's a word game. Hang out here on AGR long enough and you'll either
get the hang of it or not. %~\
