This particular precedent comes to us as part of our war on drugs,
declared by Nixon back in the early '70s and which continues unabated
to this day.
Nixon's program was targeted towards heroin addicts, and was
making a positive difference in the number of people addicted to
heroin. There was a needle exchange/methadone program for
addicts, and when they came in for one or the other, they were
given information about the drugs they were using and offered
assistance in getting them out of their lives. A not
inconsequential number of addicts took advantage of this, and the
number of people using drugs went down.
Then someone noted that hippies liked to smoke pot, and the War
on Drugs turned into a War on Drug Users.
Blame Nixon for those things Nixon can be blamed for, but his
drug program was working.
