I think we've seen that posted here several times, have we
not? I doubt the forest service takes into consideration who
likes who, but I think your question was rhetorical anyway,
was it not? In any case, from what I recall, judges who
consider the range of the permit have differing opinions,
but usually end up ruling that anyone in the vicinity is
subject to the regulations/permit. They haven't, to my
knowledge, come up with a concrete version of just what "the
vicinity" consists of.
