Lets compare this to life outside of college.
Companies like Wal Mart would not have nearly the profit the margin, and
there investors would not be nearly as rich, if they weren't able able to
get most of their employees to work for sub-living (poverty) wages. Many
of their employees would homeless or otherwise destitute if it were not
for government subsidy (welfare programs). Likewise, most manufactures
would not be able making nearly as much money if they couldn't get people
in third world nations to work for virtual slave-wages. (In the late
1990s, Gap inc had 15% profit margin, 3X the industry average, only
because the pay it gave workers in its factories was less than half of
what was need to live at the poverty line).

If that is applied to the fictional university in the "joke", we can
conclude that the professors were grading on a sever curve that boosted
the grades of students on the high end, and reduced the grades of people
on the low end. The young women was only getting a 4.0 because her friend
was getting 2.0. If the curve were eliminated, the young woman would
likely be getting a 3.7 or 3.8, and her friend a 3.2 or 3.3.
Welcome to reality.
