Quest question

I am using QuestComplete and it is showing that I have available
quests. Using the cords given to me and seeing that the quest in
question doesn't have a prerequisite, I don't seem to find the quest
giver. I know that some quests are launched when other quests are
completed, but how do I locate the ones that are actually available?
It seems that I spend a lot of time flying around looking for open
quests knowing that there are several left to complete.
