What addon is this?

On a number of the Tankspot videos, the player has an addon that puts
mana and health bars around the player's toon, looking something like
large, blue and red parenthesis'.
Anyone know what that is? I've realized that I'm not as situationaly
aware of my toons mana/health status as I should be; because that's
up the the top-left of the screen.
