Generally, yes, but it *is* possible, and for less HP than I
thought. The Honor Heirlooms vendor sells heirlooms for as
little as 2175 HP. Still, that would mean a *lot* of WSG (and
AB?!?) before level 20 ;-)

I've done this on three or four characters now. Doing nothing but
WSG and AB for your XP, it takes until level 22 or so to amass
enough honor for an heirloom piece.

You can earn honor heirlooms much faster in level 85 random
battlegrounds, but the level of whinging is perhaps surprisingly
much, much higher.

I have to constantly remind a vocal minority that they have a
place to BG if they don't ever want to be on teams with poorly
geared or played toons.
