I misspoke. Prior to season 3 of PvP, you could change gear *during*
combat. That means that you could adjust, on the fly, to your
opponent.
Facing a rogue? Throw on tanking gear. Facing a warlock? Throw on
shadow resist. Used your engineering tricks? Swap them out for normal
gear. Used your PvP trinket? Swap it out for another trinket until the
cooldown comes back. All whilst in combat. And it didn't even cause a
time loss, if timed right (you could overlap the gear change cooldown
with an instant spell's global cooldown).
Sometime during season 2 of PvP, Blizzard modified it so that you
could only change gear out of combat. But even that was still being
taken advantage of in arena, as getting out of combat is easy in PvP.
So it got fixed so that gear changes aren't allowed after the arena
doors open.
