John Gordon had a wonderful suggestion - hang out at the entrance to
Blackwing Descent.

I was there last night on my Priest, and while waiting for our other
tank to arrive, I saw many females of many classes, both Horde and
Alliance. Granted, the five-minute cooldown of the ears thing will be
a pain, but with raids constantly coming and going, you should be able
to get much of your achievement here, with no running around, no
deaths from guards, and as I know your server is PvE, no PvP hassle.

I got almost all needed on 4 of the toons I sent there. One finished
them all. The other three still need a female orc. I was able to bunny
ear that female orc with my worgen druid but she then disappeared into
BWD. I am sure I will find an elusive female orc for the other three
family toons before the end of the event.
