Call to Arms and RDF (so far)

So far, I've managed to run two random Cataclysm heroics on my healers.

I'm a little surprised at how CtA works. Sometimes tanks and healers
are both eligible for the goody bags, but a lot of the time none of the
roles were eligible. (This is for the standard Cata heroics only; I'm
staying away from the Zandalari heroics for now.)

I don't understand how no roles were eligible; I really doubt that there
were enough tanks/heals queueing to keep up with the DPS.

Maybe it looks at the queues and only enables CtA if the wait times are
over a certain amount, say ten minutes?

Anyway, on the two runs that I did finish, one goody bag had 61 gold and
three Earthen Potions, and the other bag had 80 gold and two Runescrolls
of Fortitude. Very small sample size, I know, but I was hoping for
something cooler.
