The only thing I can tell you is I leveled a rogue through the new 1000 needles recently. He's does herbs and Alch and I'm pretty sure in the process of leveling there, that I picked up a quest off the ship to kill X amount of things underwater. During that time, as soon as you jump in the water a bubble gets formed around your head (familiar to anyone who's read the Harry Potter books) so you don't have to come up for air, and when your feet hit bottom you run at normal speed on the bottom. As soon as your feet come off though (jumping) your swimming slow again. Now if I recall, there was a bunch of Strangleklep down there.

I don't know if this helps you out or not....You also permanently get a speedboat mount if you do certain quest lines. Unfortunately, the boat is only for the 1000 needle lake :(
