Reading what random idiots post on the forums is not the way to go about it.
Read the theorycrafting information instead.
The part about Improved Hunter's mark was in the theorycrafting at the
time. You were assumed to have the buff in raids, but from someone else.
That's not contradictory though. The best DPS is gained from having
the buff but not providing it so people tend to compare values with
that in mind.
As far as I have seen, they do advise you to take these kind of buff
talents if nobody else in the raid has them and to skip them if they
do.
