I want to comment on your comment but I am going to wait to see what
others have to say because I find it odd that I have read other forums
that contradict what you say, in that the other forums have stated
that rogues have to load up on expertise after they hit cap in order
to not miss white attacks.

From what little I know of rogues (mine is sitting at level 81), I think
Shiflet is right. The "white hit" cap is tremendously high and you'd have
to beggar every other stat to reach it; I can't imagine it being
worthwhile.

In my opinion, and I hesitate to say this for fear of criticising
Blizzard further, hit/expertise rating is adding unneeded complexity.
Different ratings for trash, heroic bosses, raid bosses, different
ratings for yellow and white hits on each. I guess the trick is to
forget about micro optimising for everything and focus on what you'll be
doing most, or for the highest you'll need.

I'm inclined to agree, particularly regarding spell hit. it seems
somewhat ridiculous to me, that all raiding casters need a set of gear
with 11% more hit than they require for any content they'll ever meet
with the exception of raid bosses. Make the difference 2 %, as it is
for melee, and I think it's reasonable, but 11% Screw that; all my
casters gear for the heroic cap only, if they ever happen to do a
raid, well, tough, they're going to miss a bit!
