Which guild perks? Because those available to our level 12 guild
are certainly available both to my main (revered with guild) and to
my alts (all neutral currently).

Rumors vary, and I've seen nothing official. Some people are saying
no guild perks will be available until you hit honored, and revered
for perks at level 11-20 and exalted for 21-25.

I don't believe it, but Blizzard has done other things I didn't
believe.

My main is Honored with the guild and can buy the BoA cloaks, the
standard, and the guild squire. My other toons are Friendly and cannot
buy anything.

But aren't the cloaks and the squire rewards for guild achievments?
These clearly have reputation requirements in their tooltip (not sure
about those you list, but it certainly is listed as exalted for the
Armadillo when the critter kill squad achievment is hovered over).

I haven't seen any guild perks that are based on guild level (such as
increased XP gain or mount speed increase) that didn't work for low rep
alts.

Guild page is an achievement based reward, BoA cloaks are guild level
based. The page requires honored status

Which confirms that the achievment based rewards are tied to guild rep.

not sure on the cloaks.

But still leaves the question open whether some level based rewards also are
:-)
