Nothing is actually explained at all it's just a vague sentence telling you
they won't sell you anything.

You get sent to the first tent where there is a quartermaster for each
race, only yours will talk to you, the others say you must become a
champion. From this you learn that you must be a champion to talk to the
others. You then do that and new things open up.
