I checked the board tonight for a level 20 Goblin. It told me to go

In this case Ashenvale is fine. This is the first time I have checked
the board though, and your comments would have led me to expect
multiple
choices, since there are multiple zones at any given level?

At lvl 20 there is only Ashenvale on Kalimdor. If you want more options,
you can additionally check the Undercity board, which would direct you
to Hillsbrad. The zones now are set up so you can remain on the same
continent from 1-60 and you'll usually not be pointed at the continent
you're not already on. You can still go to the main city on the other
continent for suggestions if you want to change though (I'm assuming
Darnassus for Alliance on Kalimdor)
