I imagine that a balance druid would find it the easiest. Moonfire,
Insect Swarm, a few Wraths, Aquatic Form to get distance and repeat. Plus
they also have the talent Lunar Shower which increases the direct damage
of Moonfire by 135% and reduces the mana cost by 90% provided you spam it
whilst moving.

If they also had the Glyph of Aquatic Form they could increase the time
that they have to spam wrath or moonfire before going into aquatic form to
regain distance.

Warlock would have a pretty good chance as well. With Unending Breath glyph
they get an extra 20% swim speed, combined with Corruption, a Bane, Immo or
UA...
