You have to physically walk to the instance once before you can use the RFD
tool, I believe.
That, AND you have to have an i-level average of 271 I believe. The LFG tool even tells you now what your average level is. i have ICC gear on that I'm just starting to find equals or slightly better performing gear at level 81.5... The 264 ICC gear is enchanted, gemmed, etc. The green quest drop is about the same, maybe a stat higher here and there, maybe a stat lower. It's i-level is 288 (i think) The better performing gear with my 4 piece set bonus is still my ICC gear and even though it may be still 200 points higher in GS than the quest drop, it's not good enough to get in the instance, despite how it performs.
You need to quest to start, plain and simple to get gear. Once you achieve the min requirement (in addition to the afore mentioned actual travel to the dungeon) you can que. After you get in, you can swap your gear back.
