It says that you need 525 fishing skill to catch anything in Dalaran,
which basically means that someone with merely a 1 fishing skill is
going to need to cast over 2000 times before they reach a high enough
fishing skill to complete the quest. Basically, he was S.O.L. from the
get go. An upgraded fishing pole was the least of his worries.
I once did the Terrorfish daily with a toon that had never fished before.
When I finished, my skill level was 83.
