Only place I can think of PvE mobs dispelling stuff is in Magisters
Terrace at the PvP fight type boss. I suppose the ones in the ToC
raid faction champions fight might too, but haven't been there enough
to know either way, so that part of the talent seems fairly pvp
focused

It is PvP oriented, although I know when questing as elemental I've had the
Lava Fows buff up(and never knew where it came from)...

A least I always seem to use lava burst a fair bit when I actually get to
go elemental

A ele shaman should be using LBurst every single time it's off cooldown
unless they need to refresh Flame Shock first, in which cause they should
cast LBurst immediately after refreshing the shock.
