That is how it works, correct.
Then I recall seeing something about a change in how that worked and
the new way it worked would be that it heals the main target and hits
other targets nearby.
Not sure if that change will ever happen, it certainly hasn't yet
unless I totally missed something - I think it's something they're
considering for Cataclysm but probably won't implement, as that simply
makes it Circle of Healing with a cast time.
I'm not sure if that is what I am seeing or maybe it is happening that
way and I am just not seeing it.
If it is doing this is it being like a smart bomb and healing more
targets in range of the main target who actually need the heals or is
it an idiot bomb and just taking the closest ones to the main target
and healing them whether they need it or not?
Circle of Healing is smart and hits the lowest health, Prayer just
hits the people in the same group. It used to be that PoH only hit
people in the same group as the priest, so you had to arrange groups
accordingly, but they changed it a while back to be on a group of your
choosing, which was a massive help.
