As others have said, dungeon runs. There are also areas outside dungeons where rare mobs will drop blue items. There is an invisible assassin in Redlands, for example, that drops a blue dagger much coveted by 20-ish rogues.

There is a rare basilisk in the salt flats that might drop a blue item you would be interested in at your level.

Spending a little time on Wowhead can tell you what items are available and where they drop.
