Most of the reason why I still play WoW is that I want to see all the
zones. I'm actually unsubscribed now, but will resubscribe again in a
week.

My problem is, my highest Alliance character is level 42 or 43, and my
highest Horde character is level 37 or so, and I've heard that a lot
of old world zones will be changed with the soon-to-come expansion, so
I'm in a bit of a rush since I want to see the old stuff

Since there is still no date for cataclysm, you have some time, there is
no rush.

There's no date but they stated in their recent financial report that
Cataclysm was slated for a 2010 release.  They also stated that 2010
will be the first time in Blizzard's history that they'll have two major
game launches in a year.  This may mean that they could be under
internal pressure to not slip past the end of 2010.

Having said that, I agree with you.  It's going to be late 2010 so he'll
have plenty of time.  I think that he could even just choose a character
and get levelling and sight see each zone when he's at the right level
or above it.

I don't think it will be late 2010. At the last Blizzcon it was
mentioned that they expected Cataclysm to be released before Blizzcon
2010, which if it was being held in August 2010, would give a release
date before that for Cataclysm. The date for Blizzcon is now October
2010, which would give a release date of around August or September
2010. Also consider that Blizzard wants to break their pattern of an
xpac every 2 years, a pattern which won't be broken if they release it
in November or past that date.
