Whilst getting killed in a raid is part of the fun whilst you learn the boss strategy, death whilst leveling is just irritating.

Dying might be a little irritating but it's hardly even a bump in the road.

On the other hand, nearly dying to an encounter is much better than dying or being nowhere near death. You* get the thrill of overcoming a challenge that almost beat you.

The arbitrary nature of the 'challenge' holds very little thrill.

It doesn't come about because you haven't learnt a strategy properly or from not developing your skills, it comes because an enemy respawned whilst you are trapped in a cave or the mob you are attacking ran away and pulled a load more.

Both of those scenarios are expected, can be planned for and are part of the challenge that you are asking about.

How can you plan for an enemy running away in a random direction? The 'challenge' here is not a well-designed or thought out one, it is just brought about due to the limitations in MMO game mechanics.
