You could already be over the cap and need an upgrade to something and
the item you want to replace does not have hit but access to an
upgrade comes along and the upgrade has hit and you can't say "ah it
has hit and I don't need hit so I'm not going to take it" because what
it comes down to is that the new item, even if you ignore the hit that
it has, all of the other mods on it make it a better piece then the
one you currently have.

This problem may be alleviated somewhat by the introduction of Reforging in Cataclysm. Say you get a new sword that has Intellect, but you are a Rogue -- and Rogues would rather have Agility. So you take it to a Blacksmith, who Reforges the Sword with Agility instead of Intellect. A Tailor will reforge cloth pieces, Leatherworkers leather pieces, Jewelcrafters gems and jewelry, and Scribes will even Reforge scrolls and glyphs. Engineers and Blacksmiths will reforge the kinds of items they create.
No doubt this will reduce the number of items that get vendored or disenchanted.
