ALL mobs in ALL starting areas, whether it be trolls, spiders, kobolds, Defias or anything else are ALL neutral now.

As well, they decided that in newbie areas, you are officially too stupid to figure out how to press the Accept button for quests, so it will now auto-accept them yet leave the quest window (and Accept button) up to make you think that you actually have a choice in the matter.
