Yes, it does, and in particular for classes where the (arguably) BiS
is/are (an) ilvl 200 item(s). For my Holy Paladin, for example, I
still use the the ilvl 200 Libram that reduces the mana cost of Holy
Light. The Frost emblem Holy Libram is pretty much garbage . . . yet I
could equip it and increase my Gearscore by a lot. Of course, I'd go
OOM faster in a raid, but, you know, my Gearscore would be higher.
Same with some trinkets. Some of the best ones are ilvl 200. I love my
Tears of the Vanquished, and really, really disagree with the score it
is given.
