Coming Changes?

Something odd I've never seen before. In Westfall up near the
Jangolode Mine, three NPC undead standing a little ways off the road
in a little fenced-in area. Levels 14, 15 and 19 (the highest level
one had a name though I don't recall it now). My character wasn't
high enough level to tangle with them so I left them alone, but I
wonder what that's about?
