Wands definately do work. We always tell the casters to just wand until
there's a shadow patch on the floor, and to only cast when they're standing
in one. (The shadow patch both increases your damage and reduces your mana
cost signifigantly, so it makes no sense to cast a spell if you're not in
one.)
Hunters can regen mana with Aspect of the Viper, and Ret Paladins have a
method as well. There's one more class that has a mana regen mechanic, but
I forget which it is.
