Yes, that's the impression I got as well.

And all he's basing it on is that the player doesn't know the game
as well as he thinks he should, which is a thin suspision indeed.

Not knowing how to get the chicken pet quest in westfall might not be
something obvious, but not knowing the difference between need or greed
- either he just bough it, is 5 or an idiot.
