No. Like you I was 11-12 when I finished Elwynn, and 18 when I
finished Westfall. I finished Redridge in the early-to-mid 20s and
Duskwood at 31. (While in each zone I ran level-appropriate instances
as well as questing.)

It's been a while since I last had a character who quested mainly in Westfall at low levels, but I do remember that when characters are done with Durotar or Elwynn Forest, or even Mulgure, they tend to be about level 12, or often 13. ... Have I overlooked a quest chain? ...
