If you're likely to reach 450 alch, then transmute, I believe, since
flasks aren't even worth the cost of the materials on my server at
least, while epic gem transmutes are pretty profitable in themselves,
while a transmute spec proc will be a nice profit - they do have 20 hour
cd on transmutes, but still, seems good to me, so i recently switched
from elixir to transmute spec.
As for requirements, good question; the elixir and potion spec quests
certainly need to be pretty near 70 since they require entering lvl 70
instances to complete, however transmute spec is just handing in some
primal mights, so may not have a lvl limit on, not sure there. You'd
have to be able to reach Stormspire to get to the questgiver however.
