Not any more, I think. If I'm not totally wrong, they removed that book
and
made it trainer learnable a few patches ago. Or was that just that they
removed the Pat Nagle quest and made 225 learnable from the trainer?

You can still do the quest and you get a much nicer reward:

You get trained by a trainer, but the quest is still worth doing, imo,
because of the pole.
