Plain and simple, your bear tank needs to step up his game. Basically,
for druids, dps is threat. That means he has to do everything he can
to increase his dps for that fight.

The implications of that means he needs to blow berserk early, to
establish a lead. He needs to make sure his spec has all of the
talents that increase bear dps. He needs to enrage before the pull, so
that he's working with more than 10 rage. He needs to wear tank gear
with dps stats (like strength). He needs to stand in all of the dps
buffs that the Hodir fight allows - starlight for haste, and
especially storm clouds for crit.

Most of the hard modes are really dps races. So if you plan on doing
any of the hard modes, your tanks are going to have to learn how to
hold threat against ridiculous dps. For example, hard mode Hodir-25
requires 180k raid dps, or 10k dps per person....
