Dunno about Ulduar but having tanked all of Naxx I'm unaware of any in
there (and can't think of anything in OS or EoE that would apply either,
though I only healed those). Perhaps the 25-man version has something on
Patchwerk? I do believe dps have to stay below the hateful strikes tank
on threat, but also believe that the tanks generate so much threat that
it makes no difference; certainly nobody complained when I was
offtanking it, and I don't run Omen (since threat is in the default UI
now I don't need to run it to let other people see my threat any more)

Omen is still valuable in some fights. For example, for Patchwerk you
need to ensure the top three dps are all tanks. This isn't a problem if
your dps sucks but as they gear up into the 4-5k range, you have to
watch it and hunters/rogues can help fix the issue if they're aware of
it. Omen does the job nicely.

Also, for the final phase in Yogg'Saron the dps *cannot* pull aggro on
the faceless adds that continually spawn and present a huge challenge to
the tanks that must pick them up asap, establish a pile of threat within
a second, and then the dps must dig in and kill it very quickly. This
repeats itself perhaps 30-40 times and if there is ever a lull in tank
threat (delay in picking up an add, perhaps a missed Shield Slam, etc)
and the dps doesn't watch their own threat via Omen or otherwise,
they'll pull aggro and get one-shotted. It's a hard enough fight
without losing your dps so you really can't afford that particular
mistake.
