Not at all...

So someone who has all dungeon blues is "ready to raid", but someone
in a full set of Naxx10 items and one unenchanted Ulduar or Naxx25
piece is not?

Depends on he raid tbh, someone with blues isn't ready for ulduar for
example. But by not having enchants/gems you are not giving most of you,
same goes for flasks, foodbuff.
I dont say you cant do naxx 10 without flasks is you are overgeared but when
you are in a learning/wiping raid that struggles because of lack of
gear/experience then by not having something enchanted you are gimping the
raid.

You have time to raid for 3-4 hours and dont have 5 min to go to the AH
buy
the mats and ask an enchanter in the guild to enchant it?
Or even faster buy the enchant directly in the AH...

A lot of the time that I'm on and not raiding, there is no enchanter
around in the channels. I suppose I should just take a stack of dusts
and essences along to the raid, as I always have plenty in my bank (I
have a 350 enchanter alt that dusts things for me).

Well having the dusts with you would help for sure, at least you show you
are willing to enchant.
You said you dont get around to enchant something for a week or so and I
find it hard to beleve that in 1 week you cant find 1 enchanter in guild or
in trade.
On my main server I made an enchanter (lvl 442 atm) and I enchanted my own
gear but before I just went to the AH and bought the enchant , I usually
enchanted gemmed after the raid immediatly as I really like to get my gear
fixed asap. I even have a friend enchanter and if he wasnt on in that moment
I went to buy the enchant as I want it done immediatly, but that's just me
:)
